City of Chilliwack looks to improve 1.3-km stretch of Watson Road in Sardis

CHILLIWACK — The City of Chilliwack says it is seeking expressions of interest from qualified respondents to develop, design and construct the Watson Road Design-Build project spanning 1.3 kilometres in Sardis.

On its website, the city says the purpose of its request for expressions of interest is to receive qualified submissions from respondents who have experience and expertise in roads and transportation infrastructure engineering and construction.

The project calls for widening and upgrading approximately 1,300 metres of Watson Road reconstruction between Tyson Road and Vedder Road, featuring drainage works, sanitary works, paving, street lighting, crosswalk signal works, curb and gutter, sidewalk, multi-use pathway, street trees and landscaping.

It doesn’t appear that all of Watson Road between Tyson Road and Vedder Road will undergo road reconstruction, according to the city’s own map.

The Watson Road project bid closes on Wednesday, Nov. 19.

The City expects to identify up to three respondents to be invited to participate in the next phase of the competitive competition process, the RFP stage, where respondents will submit detailed technical and financial proposals for the project, contingent upon on the quality and nature of the submissions received.

The proposed project is being funded by the City of Chilliwack and has an estimated construction budget of $6,500,000. At the RFP stage, the city will provide an honorarium of approximately 0.5 per cent of the total value, or $32,500, to each proponent that provides a compliant proposal but is not awarded the contract for this project.

The key project objectives include:

▪ Realize an innovative financial and technical solution that will deliver the project in the most efficient and cost-effective manner;

▪ Design and construct the project to standards that will result in an operationally safe, efficient and high-quality infrastructure;

▪ Construct the works with minimal disruption to surrounding neighborhoods, community, and to the operations of the road and utility networks;

▪ Preferred completion of the project by December 31, 2026.
