FVRD confirms ongoing bylaw enforcement for 58510 Laidlaw Road compound east of Chilliwack; notice placed with land title office
CHILLIWACK — The Fraser Valley Regional District confirmed Tuesday (Oct. 4) that bylaw enforcement is ongoing for what appears to be a building compound or possible school under construction east of Chillwack on Laidlaw Road in Electoral Area B.
As Fraser Valley Today first wrote about on October 1, the FVRD has been investigating Kulwinder Kaur Sekhon and his holding company, 13HE13 Holdings Corporation, for building a two-storey addition to an existing home on a parcel of land between Chilliwack and Hope, without proper building permits, ignoring all stop work orders and no-occupancy notices, and contravening multiple B.C. building codes.
Angelique Crowther, manager of communications for FVRD, said in an email Tuesday (Oct. 4), “We can confirm that the Section 57 notice has been registered on the land title at the Land Title & Survey Authority in accordance to the Community Charter and the Local Government Act. Bylaw enforcement is ongoing for this file.”
Section 57 of the Community Charter is provided to local governments by the provincial government as a tool to administer and enforce the B.C. Building Code and local building bylaws. It enables local governments to register a notice, via the Land Title Office registrar, on the title of a property where there is or has been a building code or bylaw infraction, including where a permit is not held in good standing. For example, notices may be registered where a building permit is lapsed but work has not been completed and/or inspections are outstanding, work proceeded with no permit, or there is a dangerous condition.
