Deadline for input into scaled back Chilliwack-area housing project approaches: FVRD

CHILLIWACK/POPKUM – The deadline for resident feedback and input around a proposed 216-unit housing project on Yale Road just outside Chilliwack city limits is fast approaching.

On its website, the Fraser Valley Regional District says Norah Properties Land Corporation has amended its proposal for a major Official Community Plan amendment and rezoning application to redevelop four properties on Yale Road in FVRD Electoral Area D (Popkum).

The four properties are located at 52285, 52375, 52425 and 52445 Yale Road, close to Cheam First Nation.

According to BC Assessment records, 52285 Yale Road was purchased in July 2024 for $7.5 million.

In response to the FVRD board’s direction, the applicant has now prepared a revised proposal for consideration. Key elements of the 2026 revision include

  • 108 single‑family lots – with suites, comprised of 39 lots at 800 m² (which aligns with OCP expectations) and 69 lots at 600 m² (below the OCP’s expressed minimum lot size), and
  • 1.02ha (2.5 acres) of commercial outdoor storage (remains inconsistent with OCP’s residential designation)
  • Removal of the multi-family uses (townhomes and row homes)
  • 1% of developable lands dedicated as park. Total park dedication is now an estimated 4%.

The 2025 proposal initially envisioned 265 units, but that projection has been revised to 216 units. Whereas the 2025 proposal had no planned traffic improvements, a roundabout is now being considered as part of the 2026 proposal.

A public information meeting was held on March 10, 2026 to allow nearby residents to share feedback on the revised Popkum Major Official Community Plan Amendment and development proposal. For residents that were unable to attend, or who would like to provide additional feedback, online comments will remain open until April 17, 2026. After the comment period closes, FVRD staff will summarize input from both the meeting and the online comment forum in a “What We Heard” report, which will be prepared and forwarded to the FVRD Board for consideration.
