Four-storey professional office building could replace site of former sleep apnea clinic near Chilliwack Hospital

CHILLIWACK – Chilliwack councillors are set to review a rezoning application at their meeting this week that could convert the site of a former sleep apnea clinic and property near Chilliwack General Hospital into a 15-unit, four-storey professional office building.

According to item 7.12 on this Tuesday’s Chilliwack City Council agenda, Styline Homes Inc. has applied to rezone 45601 Hodgins Avenue, 9116 and 9124 Edward Street from an R2 (urban residential transition) zone and RC (commercial conversion) zone to a C2 (local commercial zone) to facilitate a new commercial development.

Once the bylaw amendment has been reviewed at a public hearing, city staff are recommending that councillors give third reading and adoption to the application. A development permit for form and character has been submitted to city staff.

Oxylife, a sleep apnea clinic, once occupied the site of 45601 Hodgins Avenue up until approximately September 2024. It has since relocated to 7134 Vedder Road Sardis.

The proposal calls for a four-storey, purpose-built professional office building designed to accommodate medical and professional service users. According to the text of a letter to city staff from Chilliwack resident and construction project manager Blair Neels, the building is being planned as a commercial strata development consisting of approximately 15 office units, enabling local professionals and practitioners the opportunity to own their space.

Key features of the proposal consist of a modern office building oriented toward medical and professional use, structured parking providing 56 on-site stalls, a total office area of approximately 19,700 square feet, a high-efficiency design and quality construction that runs parallel to the surrounding institutional uses.

Being located across from Chilliwack General Hospital, as Neels pointed out, makes it particularly attractive for medical and health-related office users.

“The intent of the development is to complement the hospital, support local employment, and reinforce the evolving mixed-use character of the area,” Neels wrote in his letter to city staff. “Independent third-party analysis confirms that this type of office development represents the highest and best use of the site, given its location, access, and surrounding context.”

Neels said the project is designed with on-site parking in excess of city requirements to reduce impacts on surrounding streets. He points out that office uses are generally lower-impact than many commercial alternatives, with predictable daytime activity and minimal evening or weekend disruption. Detailed studies in relation to traffic, servicing, and building design will be completed as part of the city’s review process.
