Young Surrey man convicted of manslaughter in fatal 2022 stabbing
SURREY — The Integrated Homicide Investigation Team (IHIT) says a young man has now been convicted of manslaughter nearly three years after the death of 44-year-old Leroy Billy in Surrey.
On August 18, 2022, Surrey RCMP responded to an assault in progress and found Billy suffering from stab wounds at the intersection of 184 Street and Fraser Highway. He later died in hospital from his injuries.
A manslaughter charge was laid against a 17-year-old Surrey youth one year later, though his name was protected by provisions under the Youth Criminal Justice Act. He was found guilty earlier this month, on February 5, 2025.
“Mr. Billy died tragically from a senseless attack on the street,” said Sgt. Freda Fong of IHIT in a release. “The conviction was made possible by a number of witnesses who did the right thing by cooperating with the police and testifying in court.”
