City of Chilliwack awards $2.4 million contract to repair Vedder Road and roadways in Greendale, Promontory, Ryder Lake and elsewhere

CHILLIWACK — Chilliwack’s rough roads just got the green light for some much needed repairs.

Chilliwack City Council voted Tuesday (Aug. 16) to award a $2.4 million asphalt rehabilitation contract to B.A. Blacktop Ltd. to remediate asphalt along Vedder Road and in various areas of town like Greendale, Promontory, Yarrow, Fairfield Island, Ryder Lake, several roads near Broadway and Chilliwack Central Road, and a couple street near the ICBC claims office.

On an annual basis the City of Chilliwack tenders asphalt rehabilitation work for various roads in order to maintain the driving surface and reduce maintenance costs. The engineering department recommends rehabilitation for roads deemed to be in the worst condition in each classification based on an independent condition survey that is updated every five years. A comprehensive survey was last conducted by Stantec in late summer 2017; the engineering department will conduct its next survey this fall.

Three companies submitted tenders for the proposed work. B.A. Blacktop submitted the lowest bid at $2,469,137.34. All Roads Construction wasn’t far behind at $2,529,820, while Lafarge Canada was much higher at $3,393,825.

The City of Chilliwack is required to accept the lowest bid, which it did.

Vedder Road is easily the most recognizable road on the lengthy list of road repair sites. Between Knight Road and Luckakuck Way, the roughly 350-meter stretch of Vedder will have asphalt rehabilitation and base reinforcement. Work will occur between 7 p.m. and 7 a.m. on this busy arterial.

The priority roads on the list include Vedder, Ashwell Road between Spadina Avenue and Wellington Road, Karson Road east of Yarrow, Sylvan Drive between Lutz Road and Promontory Road, and Elm Drive near ICBC.

In Greendale, Barrow Road and Arnold Road will have its roads rehabilitated; in Ryder Lake, Elk View Road from Payne Road to Ryder Lake Road will be fixed; in Promontory, Uplands Road between 46419 Uplands and Promontory Road will feature rehabilitation, road widening, and curb and drainage improvements for the north side and repair of water main break damage to the roadway.

Other roads on the lengthy rehab list include Lombardy Crescent near ICBC, Pearson Street near Broadway and Central, and McCaffrey Boulevard and Butchart Street, which are both south of Chilliwack Central Road on the north side of town.

The city staff report indicated there is $3,080,000 in the 2022 asphalt rehabilitation budget, of which $2.4 million is factored into this tender with B.A. Blacktop. Additional roads will be fixed in a provisional allocation of $329,838.75, but the intention is to address these as timing and scope are confirmed in each location. Some of these additional roads up for repairs and improvements include Teskey Road, Prest Road, Bailey Landfill, and Hopedale Road.

Specific improvements to Bailey Landfill, the primary dump for many Chilliwack residents, include constructing a new internal roadway, repairing the existing roadway, and widening.

Roads with cycling improvements include Kitchen Road in Fairfield Island between Fairfield Road and Ballam Road; Yarrow Central Road between No. 3 Road and Eckert Road, which will have bike lanes reinstalled on both sides of the road and include signage and markings; and Lower Landing Road will have a pedestrian/cycling shoulder installed on its south side from Landing Drive to Ashwell Road.
