Cultus Lake Park Board inks 5-year deal with company to patrol Cultus Lake, Sunnyside Campground

CULTUS LAKE — The Cultus Lake Park Board has approved a five-year service agreement with a security company to patrol residential and public areas within Cultus Lake and the park board-operated Sunnyside Campground during the summer season.

During its closed session meeting on Wednesday, February 21, park board commissioners approved a motion that staff enter into a security services agreement with Frontline Integrated Security for a five-year term, with an option for a single five-year extension, for security services in Sunnyside Campground, residential and public areas during the summer season.

At its February 2024 meeting, commissioners reviewed staff’s report in light of the current security term ending March 31, 2024. Staff posted a 71-page tender on B.C. Bid and the Cultus Lake Park website, directing interested companies to submit their bids no later than January 18, 2024.

When the closing date of the request for proposals (RFP) arrived, staff received 11 proposals from various security companies who were not publicly named. Staff pored over 11 submissions and chose two companies that met all the requirements in order to be considered for a five-year term and a five-year extension. Staff selected Frontline Integrated Security based on a projected cost savings difference of $234,705.54 over five years, compared to the other undisclosed finalist. Staff say the current five-year financial plan is sufficient to absorb the contractual costs.

Park board staff have worked with the director of operations from Frontline Integrated Security in two capacities over the last three years working as a member for a previous security company, and for a two-year duration enforcing the park’s bylaws, and working as a seasonal bylaw enforcement officer. Staff say the the director of operations is knowledgeable when it comes to park bylaws, Sunnyside Campground operations, and has the confidence and maintains working relations with both managers, staff and RCMP in a manner that exceeds expectations.
