City of Abbotsford says it’s making headway in support for homeless individuals

ABBOTSFORD — The City of Abbotsford is touting a collaborative program aimed at giving those on the streets, a helping hand up. The City is working with the CEDAR Outreach Society and the Abbotsford Police Department, to provide intervention and support for struggling individuals. Thanks to funding from the City, and a grant from the Union of BC Municipalities Strengthening Communities: Safe Restart Program, CEDAR Outreach has been able to supplement law enforcement efforts with a focus on individualized assistance to help transition people out of homelessness.

The heart of the initiative lies in the operation of the Community Integration Team, which operates seven days a week, including after-hours and on call. By working closely with local law enforcement and the City’s Bylaw Services, the team strives to provide a seamless transition for individuals who would benefit from wrap-around social service supports. The team conducts front-line intervention, assesses individual needs, and coordinates the necessary social services to aid vulnerable individuals in meeting their basic needs and moving toward overall well-being.

The Community Integration Team acts as a bridge between law enforcement and social service providers, fostering connections and trust with people living unsheltered in complex situations. The team’s intervention-based response provides support and assistance beyond the scope of the AbbyPD and City Bylaw Officers. The initiative also attempts to fill the gaps in the existing social service network, for those who were previously overlooked are given the necessary resources and support to improve their situations.

“By providing essential on-the-ground support, the Community Integration Team of CEDAR Outreach Society is achieving both, while also helping to reduce increasing pressures on our City’s Police and Bylaw Officers,: said Abbotsford Mayor Ross Siemens. “This initiative is a great example of the positive outcomes that can be reached through collaborative partnerships and a dedication to social justice.”

The results of the Community Integration Team’s efforts show that from January to May 2023, the team received 138 referrals and provided 559 rides to essential services and appointments. Additionally, it distributed 2,439 food items, 280 articles of clothing, and stabilized eight clients in shelters while actively working towards securing long-term sustainable housing options.

“CEDAR Outreach provides support for clients at every step of their engagement with enforcement authorities, ranging from initial contact with police due to a business or neighbourhood complaint, to supporting them as they are released from AbbyPD cells, to working with them around issues of warrants, to supporting those who are exiting the prison system,” said Inspector Kevin Murray of the Abbotsford Police Department. “This has not only alleviated strain on the system, but has also translated into increased trust between those CEDAR supports and criminal justice actors.”

The success of this pilot program is encouraging for the City of Abbotsford, which is hopeful that it will pave the way for long-term, ongoing funding from the Province. Officials believe with continued support and resources, the initiative has the potential to create a more equitable, safe, and supportive community for all residents. By addressing the unique needs of individuals experiencing homelessness, the Community Integration Team is making a tangible difference and bringing us one step closer to a society where everyone has a place to call home.
