Developer could pay $180,000 for future improvements at Chilliwack park if 80-unit apartment building gets OK’d

CHILLIWACK – The developer behind a proposed 80-unit apartment building on Keith Wilson Road in Chilliwack has agreed to contribute $180,000 to future improvements at a nearby park if the project proceeds as planned.

According to agenda item 7.9 on Tuesday’s Chilliwack City Council meeting, the applicant behind a proposed housing development at 44490 Keith Wilson Road has agreed to voluntarily fund future improvements at nearby Webster Park in exchange for replacing two public pocket parks from the Webster Road Area Plan. The applicant is listed as Luteyn Architecture Ltd.

The overall housing plan for the 3.25-acre lot calls for a six-storey apartment building of 80 units, 18 townhouse units and six single-detached dwellings.

The parking plan for the apartment building as presented calls for one parking stall for units less than 550 square feet. The applicant has envisioned 32 units that are 550 square feet or less at the 80-unit building.

A city staff report prepared by senior planner Adam Roberts states the applicant completed a traffic impact assessment that found all nearby intersections will remain at operable levels of service once the proposed development is complete, resulting in what the city calls “no road upgrades required near the site” beyond any required frontage improvements along Keith Wilson Road.

A road dedication of 4.88 metres along Keith Wilson Road will be required since the road is classified as a “minor arterial” road. The city says the dedication will accommodate a future cross section that includes a multi-use path and boulevard strip with street lighting and trees.

Chilliwack city councillors are set to give the application first and second reading at their meeting on Tuesday. City staff are recommending that the rezoning application bylaw be held at third reading pending the receipt of a $180,000 contribution towards future neighbourhood park improvements.

The property at 44490 Keith Wilson Road sold for $10.25 million in September 2024. It once housed a child care facility site on its premises.
