Fraser Valley company requests review of alleged WorkSafeBC infractions, fines of over $51,000

FRASER VALLEY – A Fraser Valley company has requested an administrative review after receiving a work-related penalty of over $51,000 for alleged WorkSafeBC infractions at a worksite in Langley.

According to the text of an administrative penalty on its website, WorkSafeBC claims that ProActive Hazmat and Environmental Ltd. was conducting asbestos abatement at a commercial building in Langley Township after a water leak.

WorkSafeBC claims that it inspected the worksite while abatement work was underway and witnessed identified asbestos-containing materials (ACMS), including vinyl floor tiles and debris from drywall, on the floor of an entrance way and common area being accessed by unprotected workers from another company.

A stop-work order was issued, but WorkSafeBC claims ProActive Hazmat and Environmental Ltd. failed to ensure that before starting work with ACMs, a qualified person had inspected the building to identify hazardous materials and the boundary of the designated work area was marked by barricades or fences.

WorkSafeBC also claims the company also failed to ensure that workers held valid asbestos certificates for that type of asbestos abatement work they were performing, and all asbestos dust from contaminated work surfaces had been removed with a damp cloth or vacuum cleaner equipped with HEPA-filtered exhaust.

WorkSafeBC claimed the company failed to safely contain or remove hazardous materials, and allegedly failed to ensure the health and safety of all its workers as well as any other workers present at the workplace, saying the aforementioned issues were all high-risk violations.

WorkSafeBC notes that a request for review of the matter has been received.

The date of this administrative penalty was marked Sept. 8, 2026, in the amount of $51,496.66.

No evidence of the alleged infractions appeared on WorkSafeBC’s website, only the extent of the alleged infractions.

Fraser Valley Today has reached out to ProActive Hazmat and Environmental Ltd. seeking comment. This story will be updated if, or when, a response is received.

Two other companies have received recent administrative penalties for work done at sites in the Fraser Valley.

Sun City Framing Ltd. was working at a two-storey house under construction in Abbotsford. WorkSafeBC claimed it inspected the site and observed workers near the leading edge of the second-level balcony, but no fall protection was allegedly in place. WorkSafeBC claimed the lack of fall protection exposed workers to a fall risk greater than 3.7 metres. The company allegedly failed to ensure fall protection was used, deemed a repeated and high-risk violation, resulting in a $10,000 fine dated Sept. 1, 2026.

In another violation, First Class Stucco Ltd. was allegedly working on a new three-storey house in Chilliwack sometime this year when WorkSafeBC personnel allegedly inspected the site and observed a scaffold around the house that had multiple deficiencies. Some of those alleged deficiencies involved work platforms that were too narrow, or did not have an adequate number of guardrails and cross braces, and had bearers with cantilevered supports. WorkSafeBC claimed the company allegedly failed to ensure that work platforms were designed and installed according to WorkSafeBC standards, deemed a repeated and high-risk violation. The date of the $1,250 administrative penalty was Sept. 1, 2026.
