Vancouver PD warns community about risk posed by convicted sex offender, especially to boys

VANCOUVER — Police in Vancouver say a high-risk sex offender who served a sentence for possessing child porn has been released into the community and poses a substantial risk to boys.

According to a statement, VPD says 53-year-old Kelly Isbister was released from custody on Tuesday, July 1 and will be residing in Vancouver. He served an 18-month sentence for one count of possession of child porn and one count of breaching a recognizance.

Police say they have compelling reasons to warn the public that Isbister poses a high risk to children and youth, predominanty boys, in the community.

Isbister is listed as standing 6-foot-4 and weighing about 200 pounds. He has brown hair and brown eyes.

Isbister is bound by the following court-imposed conditions:

  • Must report to his bail supervisor.
  • Must wear electronic monitoring equipment.
  • Must remain in British Columbia unless permission has been given to reside elsewhere.
  • Not to have direct or indirect contact with victims or their family members.
  • Not to be in places where children under 18 are typically present including parks, playgrounds, swimming areas, daycares, community centres or theatres.
  • Not to have contact directly or indirectly, or be in the presence of any person under the age of 18.
  • Not to be intoxicated in a public place.

Anyone who witnesses Kelly Isbister in violation of any of these conditions is asked to call 9-1-1.
