City of Chilliwack seems poised to sell small Sardis park, despite media coverage and petition

CHILLIWACK — Despite extensive media coverage and a petition opposing the transfer of public land to a private buyer, the City of Chilliwack appears unlikely to change course from its current plan to sell a small Sardis park on Cumberland Avenue.

According to the text of an email sent from Mayor Ken Popove to a Sardis resident, and obtained by Fraser Valley Today, the City of Chilliwack has acknowledged that 44692 Cumberland Avenue, an undeveloped city property, has served as an unofficial park for residents in the neighbourhood for quite some time.

As first reported by Fraser Valley Today on May 5, the city has confirmed that the lot at 44692 Cumberland Avenue was purchased in 1991 with the intention of using the space to provide access to a potential nearby park that never materialized. Further, it had been considered as an access point to a park development that was once in the planning stages. However, due to extenuating circumstances, the proposed park development was never constructed.

“While this property was suitable as an entrance to a large-scale neighbourhood park, it is undersized, and park development on the lot is limited by its shape and location,” the text of Mayor Popove’s email stated. “Chilliwack is home to 131 community, neighbourhood, and sub-neighbourhood parks. Your neighbourhood is uniquely served by several community and sub-community parks located within blocks of the subject property. These locations offer significant play value, including several play structures, spray parks, a multi-use gaming area, a pump track, a skateboard park, racket sports courts, a library, and plenty of passive greenspace within a short walk or bike ride.”

In 2020, the City of Chilliwack developed a Greenspace Plan, which outlines a solid strategy to ensure Chilliwack provides adequate parkland, greenspace, and outdoor recreational facilities for current and future residents. Staff currently follow the Greenspace Plan to guide park development throughout the city, leading to the sale of 44692 Cumberland Avenue.

“As a Council, we must consider the best interests of all residents within the municipality, including ensuring equitable access to park space for all,” Mayor Popove’s email concluded. “The Greenspace Plan helps us fairly provide park space for all residents. The sale of this lot can be used to acquire another potential park site in a more central and open location, or to add new features to existing parks to increase recreation and accessibility opportunities to a wider portion of the population.”

According to multiple online listings from real estate companies, Cumberland Park, located about 200 metres west of Canterbury Avenue, is currently on sale with an asking price of $679,900. The physical address is 44692 Cumberland Avenue, but does not have a property assessment value on BC Assessment. Google Maps previously depicted the address as Cumberland Park, though that has since been removed, while a description of the property on the city’s website lists it as a “sub-neighbourhood” park – with a recent explanation about the city’s plans for the lot.

“Looking for that one of a kind exceptional lot to build your dream home?” one ad said. “Look no further! This +/-6500 sq. ft. single family property, naturally treed, backing farmland, offering the opportunity for privacy in a premium neighbourhood, ticks all the boxes. On a quiet cul-de-sac in an area of established well maintained homes on a large fully serviced lot makes this the ideal location to build your family’s new custom home.”
