Proposed restaurant could be coming to the Canadian Tire parking lot on Luckakuck

CHILLIWACK — Chilliwack city council will review a rezoning application at its meeting this week that could pave the way for a restaurant in what appears to be the southeast corner of the Canadian Tire parking lot on Luckakuck Way.

Under agenda item 7.12, council will consider a first and second reading for zoning amendment bylaw 2023, No. 5364, which proposes to rezone a portion of the property located at 45495 Luckakuck Way from a C4 (shopping centre) zone to a C2 (local commercial) zone, and call for a public hearing on Tuesday, November 21.

According to a City of Chilliwack staff report dated October 17, 2023, the applicant, listed as Neil Robertson, wishes to rezone a portion of 45495 Luckakuck Way to facilitate a future subdivision and the construction of a new commercial building.

Once the bylaw involving the proposed rezoning has been to a public hearing, city staff recommend that city council hold the application at third reading pending approval of the bylaw by the Ministry of Transportation and Infrastructure (MOTI) and registration of a covenant permitting access through the site for the benefit of both BC Transit and Cottonwood Mall, at 45585 Luckakuck Way. MOTI is involved because the subject property is within 800 metres of an intersection of a controlled access highway.

Since the existing C4 shopping zone requires a minimum lot area of four hectares, rezoning is required to permit a subdivision.

The proposed commercial building would be a one-storey restaurant with outdoor seating, according to the conceptual site plan. It is not immediately known what the proposed restaurant might be named or what kind of food it will serve.

The city staff report indicates the minimum required number of parking stalls for the existing Canadian Tire store will still be met within the remainder of the site once the portion of the property and associated parking lot area has been subdivided, based on the conceptual site plan provided to the city.

The city staff report by planner Stacy Johnson also notes the subsequent redevelopment of this portion of the property is anticipated to provide an improved streetscape along Luckakuck by bringing development closer to the street and “breaking up the existing, large parking area.”
