Cultus Lake Park Board staff recommend commissioner pay remain unchanged following consultant analysis

CULTUS LAKE — Following a comparative analysis conducted by an external consultant, Cultus Lake Park Board staff are recommending that commissioner remuneration remain unchanged except for inflation-related measures.

The Cultus Lake Park Board had agreed to undertake a routine review of its commissioner remuneration, according to minutes from its September meeting.

The purpose of the external consultation was to set the compensation for the incoming elected park board. The incoming park board will consist of Dr. Darcy Bauer, Kirk Dzaman, Tom Moul, Erika Jartved, and John A. Beesley.

By virtue of the compensation review performed in 2019, findings show that Cultus Lake Park elected officials are being provided competitive salaries when comparing to the median (or middle) of its defined market for the chair, vice-chair and commissioners.

A staff report by chartered accountant Christina Lee, CFO for the park board, indicated that current compensation for Cultus Lake Park elected officials is competitive overall.

While the park board’s remuneration bylaw provides for an annual increase for the chair, vice-chair and commissioners in an amount equal to the Consumer Price Index (CPI), staff are recommending that no amendments to the remuneration bylaw be made and current compensation adjusted by CPI be recommended for the incoming Board.

The bylaw stipulates that a comparative process for establishing its remuneration should be based on comparisons with other similar communities, specifically population, total expenses, and revenue. The analysis, the bylaw states, should be undertaken every four years prior to the election.

Cultus Lake was compared in September 2022 to similar governments such as Harrison Hot Springs, Lillooet, Ucluelet, Tofino, Sun Peaks, Jasper, Keremeos, Banff, Valemount, Rossland, Belcarra, Invermere, Pemberton, Radium Hot Springs, and Sicamous. Remuneration is then recommended by the outgoing board.

A 2019 compensation analysis conducted by consultant Julie M. Case showed the park board chair, at the time, made $14,393, while commissioners earned $10,296.

Commissioner salaries have since increased; the board chair earns $25,129 now while commissioners earn approximately $15,505 annually as of October 2022.

Commissioners not only attend monthly board meetings, but also must participate in meetings for the park board’s environmental and public areas planning committee, commercial leaseholder committee, village plaza development, and community events and engagement committee.
