TORONTO — Prime Minister Mark Carney is at the opening of the Toronto International Film Festival, set to speak ahead of a screening of “John Candy: I Like Me,” a documentary about the Canadian comedy legend.

Carney has been in Toronto this week for a Liberal cabinet retreat.
