Chilliwack City Council approves development permit for new PedalSport bike shop west of Young Road

CHILLIWACK — A proposal to build a modern, contemporary retail bike shop at 45960 Alexander Avenue passed with flying colours by Chilliwack City Council at its meeting earlier this week.

Councillors approved a motion on Tuesday, Sept. 20 to issue a development permit, subject to the recommendations of the Design Review Advisory Committee and conditions as mandated in the draft development permit, towards construction of a new PedalSport bicycle shop not far from its current location.

The official language reviewed by councillors was to approve the “form and character” of a proposed commercial building within the property of 45960 Alexander Avenue, which is just west of the Great Canadian Oil Change business at Young Road and Alexander Avenue.

Councillor Sue Knott said she had no concerns about the project itself, but did inquire about the proposed mural facing south towards Railway Avenue, as part of the development permit. It was her recollection that all murals moving forward were subject to review by the Public Art Advisory Committee.

A city staff member advised Knott the mural could indeed be sent to the public art committee as necessary.

Councillor Bud Mercer characterized the proposal as yet another stellar project that came through the Design Review Advisory Committee.

“Our meetings are getting very short,” said Mercer, a member of the design committee. “We’re not seeing anything that wouldn’t make us all proud as councillors and mayor and as a city. There was very little discussion about this one. It’s first class from beginning to end; I’m happy to support it.”

Mayor Ken Popove added, “It’s a nice addition to that street, absolutely.”

Pedal Sport is presently located at 9020 Young Road and has been a fixture in the Chilliwack community since 1992. It has approximately five staff and a CEO, Dave Graham, according to its website (www.pedalsport.com). The bike shop counts safety checks, tuneups, and overhauls among its repair services, and specializes in the sales and service of mountain, road, and hybrid bikes, as well as E-bikes.

The lot at 45960 Alexander Avenue is approximately 10,889 square feet, according to B.C. Assessment public records. The lot was last sold in January 2021.

The proposed development consists of a commercial building of 471 square metres, a modern design featuring contemporary finishes, including a mural oriented towards Railway Avenue facing south, 11 off-street parking spaces, one off-street loading space, and five trees, which are required.
