Chilliwack City Council expected to invest in recycling infrastructure as Earth Month arrives

CHILLIWACK — With the arrival of Earth Month in April, Chilliwack City Council is being asked to put their money where their mouth is and fund improvements at the Bailey Sanitary Landfill Recycling Depot.

When Council meets Tuesday (Apr. 2), it will be considering a staff recommendation to purchase three refurbished compactors at a cost of nearly $90 thousand.

According to the staff report, the facility can reduce the amount of trips required to truck recyclables out of the collection site to recycling operations elsewhere. The staff report says the twenty bins at the facility are filled every day and the materials have to be trucked out.

With the introduction of compactors, it is estimated the amount of times material needs to be hauled away can be reduced substantially. The report says two 2-cubic-yard compactors with 40-cubic-yard storage containers would replace the twelve cardboard bins that are currently on-site. In addition, one 3-cubic-yard compactor with a 40-cubic-yard storage container would replace the eight mixed recycling bins.

Bids for both new and refurbished compactors were submitted by three companies. The quotes for new compactors ranged from $181 thousand to $255 thousand dollars. The quotes for the refurbished compactors were much lower, from just under $90 thousand to $151 thousand.

Staff is recommending Council authorize spending $89,591.68 to purchase three refurbished units from Canadian Compactors Repair Ltd. Installation costs, which include electrical power modifications and trench work, are expected to cost approximately $50 thousand dollars.

Council had previously earmarked $200 thousand in funding for the project in the 2024 Capital Budget.
