District of Hope appoints new CAO

HOPE – A seasoned public servant with more than two decades of experience in local government and civic operations has been appointed as the new chief administrative officer for the District of Hope.

The District of Hope says it is pleased to announce the appointment of Kevin Dicken as its next CAO.

Dicken brings more than 20 years of experience in local government and municipal operations to the role, having served the district as director of operations and deputy CAO, demonstrating senior leadership spanning public works, facilities, fleet and sanitation operations, occupational health and safety, capital planning, asset management, regulatory compliance, and municipal service delivery.

During his time with Hope, the district says Dicken has played an essential role in operational planning, policy implementation, infrastructure project delivery, emergency preparedness, labour relations, cross-departmental collaboration, and stakeholder engagement.

The district believes his extensive knowledge of the organization and commitment to public service will help ensure continued stability and effective leadership as the District moves forward.

“Council is confident that Kevin’s experience, leadership, and deep understanding of the District will serve the community well as he steps into the role of Chief Administrative Officer,” said Mayor Victor Smith. “His proven commitment to Hope and his collaborative approach will be instrumental as we continue advancing Council’s priorities and delivering high-quality municipal services.”

Dicken said he’s honoured to contribute to the well-being of Hope.

“I am honoured to be appointed as Chief Administrative Officer for the District of Hope and grateful for the confidence Council has placed in me,” said Dicken. “Hope is a community I care deeply about, and I look forward to continuing to work with Council, staff, residents, and community partners to support responsible decision-making, deliver excellent municipal services, and help build a strong future for our community.”

As CAO, Dicken will be tasked with providing executive leadership for the district’s administration, advising and supporting council, overseeing the implementation of council’s strategic direction, and ensuring the effective and efficient delivery of municipal programs and services.

“The District of Hope extends its appreciation to staff, Council, and community partners for their continued support throughout this transition and looks forward to the next chapter under Mr. Dicken’s leadership,” the district wrote in a statement.
