Chilliwack councillors to vote on $5.7 million Prest Road project featuring roundabout, road widening

CHILLIWACK – Chilliwack councillors are set to vote this week on a $5.7 million project that will feature road widening of Prest Road and a roundabout at Prest Road and McGuire Road, with construction set to occur this summer.

According to item 7.3 on Tuesday’s council agenda, three companies advanced from the Request for Expression of Interest (RFEI) stage to tender stage in February 2025 for the Prest Road-McGuire to Bailey Project. Three tender submissions were subsequently received.

City staff are recommending that council award the tender to Ballina Contracting Ltd. for $5,721,650.66 because it submitted the lowest-cost tender for the project tender. City staff say their submission meets all the requirements of the tender. Ballina Contracting Ltd. has successfully completed projects of similar scope and nature for the city and other municipalities.

The scope of work features all labour, materials and equipment for the construction of approximately 1,500 metres of road widening between Bailey Road and McGuire Road, and a single-lane roundabout at McGuire Road including concrete curbs, sidewalk, streetlighting, drainage works and riparian plantings.

A staff report from Kevin Pollard, assistant manager of roads, transportation and drainage for the City of Chilliwack, states construction will occur this summer and fall, though there are two locations within the road-widening segment where the city is awaiting a site permit from the B.C. Heritage Branch, an arm of the provincial government. If there are delays in receiving this permit, temporary roadway adjustments will be instituted, as required, to ensure there is safe two-way traffic through the portion of the project area subject to the permit.

Archeological investigations have been completed and the city is currently awaiting approval of the Site Alteration Permit, anticipated to be received in late fall 2026. The city says allowances have been integrated into the tender documents to accommodate potential delays associated with permit issuance.
