City of Chilliwack awards tender to fix ‘awkward’ Greendale intersection, notes concrete barriers are often struck

CHILLIWACK — The City of Chilliwack has awarded a tender to widen and improve what it calls an “awkward” intersection in Greendale where its concrete barriers are often struck and knocked over.

Councillors voted unanimously on Tuesday (Feb. 17) to have Element Excavating Ltd. remediate the intersection of Chadsey Road and Keith Wilson Road.

According to item 7.2 of Tuesday’s Chilliwack City Council agenda, Element Excavating Ltd. submitted the low bid of $219,958 to beat out eight other companies.

A city staff report indicates Chadsey Road approaches Keith Wilson Road at a skewed angle, which can create “awkward” turning movements requiring more space and time to complete the turn, especially for combination trucks and farm equipment.

The city says that by extending the existing box culvert by five meters, the intersection can be widened to accommodate larger vehicle turning movements.

The municipality says concrete barriers at the northwest corner of the intersection are frequently struck and knocked over, while large vehicles track well outside of the asphalt on the northwest and south corners. Intersection safety will be enhanced, the city believes, by providing drivers with a wider field of view in each direction by reducing the intersection skew, and by accommodating turning movements within the dedicated lane, reducing swing over and tracking into oncoming lane. A new lower profile highway steel w-beam will be installed to replace the concrete barriers.

Nine companies submitted bids. After Element’s low bid of $219,958, the next lowest bid was $288,155 from Accura Grade Inc. A local paving company submitted the high bid of $416,500.

The city says the project includes the extension of an existing concrete box culvert crossing Lewis Slough and associated watercourse restoration works. Widening works will also constitute asphalt rehabilitation of the approaches to, and that of the, intersection.

The work includes the provision of all services, labour, material, equipment and work to generally widen the Chadsey Road and Keith Wilson Road intersection, specifically along the turning radius of the intersection’s northwest corner.

The city says Element Excavating has completed in-stream works and box culvert installation for local First Nations (S.A.Y. Lands) as recently as the summer of 2024, and has also completed large culvert works for private properties within the City of Chilliwack. In addition to culvert and in-stream works, the successful proponent was retained by the city to complete the Elk View Road Retaining Wall Project in 2025 where there were no deficiencies and high-quality work was delivered on time. Element Excavating was recently awarded the Jesperson Road Culvert Replacement Tender at the regular council meeting of January 20, 2026.
