41-year-old man faces charges for child sex abuse and exploitation material: Surrey Police ICE

SURREY — Charges have been approved against a 41-year-old man for his alleged role in possessing and distributing child sex abuse and exploitation material.

According to a statement from police, SPS Internet Child Exploitation (ICE) officers launched an investigation in January 2025 after getting reports that a suspect allegedly had in his possession child porn, now referred to as child sexual abuse and exploitation material. SPS ICE personnel received information from the National Centre for Missing and Exploited Children (NCMEC).

As authorities conducted their investigation, SPS ICE members executed numerous search warrants, seized electronic devices, and identified a suspect. On December 4, 2025, 41-year-old Kevin James Belcourt was arrested for numerous offences related to the possession and distribution of those materials and held for a bail hearing. He now faces the following charges:

One count of possession of child sexual abuse and exploitation;
One count of distribution of child sexual abuse and exploitation material;
One count of voyeurism;
One count of indecent act;
