Riverfront community proposed for Chilliwack featuring over 100 homes, restaurant and discovery centre

CHILLIWACK — The developer behind multiple housing projects in Chilliwack has its sights set on a proposed riverfront development that could build over 100 recreational homes near the Fraser River in Chilliwack.

According to its website, Andmar Properties is looking to redevelop 10 acres of a 35-acre waterfront property at 45745 Cartmell Road into a short-term and long-term recreational leasehold community. Andmar Properties and its people built projects like Malloway Village, Skynest, Englewood Village and Englewood Courtyard. Andmar is currently building a mixed-use project next to Vedder Elementary at Promontory Road and Thomas Road.

The proposal seeks to build 28 fully-serviced overnight camping spots, over 100 recreational homes, a restaurant and a discovery centre for tourism, fishing guides and the general public. Additional amenities could include a water taxi to Kilby Historic Site and Sandpiper Golf Course and a discovery centre that will highlight the Fraser River’s ecosystems and the surrounding environment.

The housing units could include a mixture of 40 small-tiny homes, 68 medium-tiny homes, and 29 large-tiny homes, along with 158 parking spots and 42 amenity parking spaces.

The site, referred to as Minto Landing Riverfront, is a 10.5-acre industrial lot currently zoned M4, heavy industrial, bordering Skwali First Nation. Its surrounding properties include Minto Channel and Island 22 Regional Park.

The proposal has not come before Chilliwack City Council. The developer is asking people to fill out a form on its website to help support the riverfront development proposal and ask Chilliwack City Council to rezone the property.

The property at 45745 Cartmell Road has an assessed value of $7.1 million, according to publicly accessible records on the BC Assessment website.

Minto Landing says the industrial land on which the proposal would be built has depreciated in taxable value to the City of Chilliwack by 47 per cent from 2024-2025. It argues that the new proposed use would bring in much more property tax to city coffers.
