B.C. man sentenced to 19 years for Langley, Surrey killings in 2022

LOWER MAINLAND — Courts have now convicted a B.C. man for two separate deaths in the Lower Mainland roughly three years ago, according to the Integrated Homicide Investigation Team (IHIT).

In March 2022, Langley RCMP found 30-year-old Cody Mostat unconscious in the 20400-block of 88 Avenue. Despite life-saving efforts, Mostat died on scene from gunshot wounds.

A few months later, in August, Surrey RCMP responded to reports of a shooting outside a home in the 16600-block of 19 Avenue. Police found 37-year-old Troy Regnier suffering from multiple gunshot wounds, and he later died as a result of those injuries.

Homicide investigators found and charged 39-year-old Justin Bos with second-degree murder for Mostat’s death in September 2022, but he was not charged with second-degree murder until March 2024.

“This outcome reflects the diligent work of our investigators and partners,” said Sgt. Freda Fong of IHIT. “While these investigations began separately, it was our strong partnerships that facilitated advancing both investigations. IHIT would like to extend our thoughts to the families of Mr. Mostat and Mr. Regnier. We hope that the conclusion of the court process provides them closure.”

The B.C. Supreme Court sentenced Bos to a lesser charge of manslaughter last week on June 6. He is to serve a total sentence of 19 years– 13 for the death of Mostat and six years served consecutively for the death of Regnier. He also received six years for a separate firearm manufacturing investigation, but he will be serving those at the same time as his manslaughter offences.

With the four years he spent in pretrial jail, Bos is set to serve 15 years for his offences.
