LOWER MAINLAND — Mounties in Richmond say a man who was apprehended during a high-risk police incident and allegedly stabbed a police service dog in early May has been charged.

According to a statement from Richmond RCMP, Mounties in Richmond responded to a 9-1-1 call from a man in distress on Wednesday, May 7 at about 2:28 a.m. The man’s address was matched to rural farmland on No. 4 Road and Westminster Highway. Officers attended the location, and with help from the Lower Mainland Integrated Police Dog Service, a track was established in the area.

Officers located the man and tried to engage with him to ensure his safety and the safety of the public. During the encounter, the man produced and randomly discharged an airgun, and stabbed a police service dog. The police service dog, aptly named Rebel, sustained multiple puncture wounds and was transported for emergency veterinary care. Following the initial assessment, the dog remains stable and recovery appears favourable, Corporal Lui said. The area was contained by police and the Lower Mainland Integrated Emergency Response Team (IERT) was called in to assist. The man was safely taken into custody that same morning.

“Thanks to the quick response of our frontline members, LMD IPDS, and LMD IERT, this event ended with the suspect being taken into custody,” said Chief Superintendent Dave Chauhan, Officer-in-Charge of the Richmond RCMP. “On behalf of our community we would like to thank our integrated teams and recognize the PSD and their handler for their bravery and service.”

Police now say Andrew Jongbloets has been charged with seven offences, including injury to a law enforcement animal, two counts of assault police officer with a weapon, discharging an air gun with intent to wound or prevent arrest, possession of a weapon for a dangerous purpose and use of an imitation firearm while committing an offence.

“This was a fluid and dynamic situation that unfortunately resulted in injuries to PSD Rebel. We are pleased that Rebel will make a full recovery, but this demonstrates the inherent risks our officers face in the line of duty in pursuit of public safety,” said Superintendent Julie Drotar, Acting Officer-in-charge of Richmond RCMP.

Richmond RCMP’s Serious Crime Unit continues to maintain conduct of this investigation.

Jongbloets remains in custody. His next court appearance is Thursday, May 22.
