FVRD to issue notice alerting potential buyers of outstanding fines on Mission Property

ABBOTSFORD — Fraser Valley’s regional politicians have approved a bylaw officer’s recommendation to warn potential purchasers of unpaid fines via the land title office for a building once intended to be a cannabis production facility.

Bylaw Enforcement staff say they’ve conducted eight site inspections, issued seven enforcement letters, and 13 notices of violation since August 2023, addressing an expired building permit at 11185 Farms Road.

A report from Bylaw Compliance and Enforcement Officer Louise Hinton revealed that $6,630 in outstanding fees are tied to a modular cannabis structure that should have been dismantled when the permit expired.

Hinton reported that staff had spoken with a realtor who recently listed the property and explained why demolition was needed.

However, she told regional governors in a report Thursday that the structure remains and that there have been reports of on-site soil dumps since April.

“On May 8, 2024, a bylaw letter was mailed to owner of the property with two bylaw tickets attached,” Hinton said of letters mailed to a listing real estate agent and property owner.

“The letter clearly indicates that a building permit is required for the existing modular cannabis structure.”

The notice informs potential purchasers, insurers, or financial institutions that the property is in breach of local government bylaws or other enactments.

Owners of the Farms Road property will be allowed to be heard before the notice is issued.

Hinton said the notice may be removed if the issue is resolved.
