IIO to investigate police actions toward Chilliwack man who rode his tractor on Hwy. 1

CHILLIWACK — Mounties in British Columbia have notified the Independent Investigations Office of BC of an incident where a man suffered injuries after the tractor he drove on a stretch of Hwy. 1 near the 176 Street exit in Surrey collided with a police cruiser on Saturday (Nov. 25), resulting in an overturned John Deere tractor and his subsequent arrest.

According to a statement from the provincial RCMP, officers with the BC Highway Patrol tried to pull over a tractor which was travelling westbound on Highway 1 near the 176 Street turn-off.

Officers had reportedly attempted to pull the tractor over for an extended period while it was part of a convoy that was heading to Vancouver.

During the interaction, the tractor and police vehicle collided, the tractor inverted, and came to a rest on its side, resulting in the driver suffering non-life-threatening injuries. He remains in hospital, police said.

An individual named Kanwaljit Singh claims that the driver, believed to be Bill Shoker of Chilliwack, suffered some kind of medical episode during the incident.

“The tractor driver had a medical emergency and was not fully conscious,” Singh said on X/Twitter on Saturday, Nov. 25 at 7:55 p.m.

Police have not commented on this aspect of the investigation. Fraser Valley Today has reached out to Singh, who wrote that Shoker was scheduled to have surgery on Monday, Nov. 27. Shoker’s condition is not known as of Monday afternoon.

The IIO BC says it will investigate police actions in the incident.

The British Columbia Highway Patrol is investigating actions of the driver, while Surrey RCMP are investigating the collision between the tractor and police vehicle.
