City of Chilliwack accepting RFQ bids to expand Rosedale Fire Hall, renovate Fire Training Center garage

CHILLIWACK — The City of Chilliwack is inviting interested parties to submit their qualifications for the construction of an addition to Rosedale Fire Hall at 51235 Yale Road, and the renovation to the existing Fire Training Center garage at 44880 Wolfe Road, near Townsend Park.

According to bid and tender documents on the city’s website, the city plans to release the individual request for qualifications (RFQ) in January 2024 with substantial completion of the projects by the end of December 2024. The city has budgeted $1.5 million for the entire project.

The city indicates that responses to this RFQ will be used to identify a shortlist of a minimum of three and up to four qualified respondents who will be invited to respond to a request for proposals for the named projects.

The request for qualifications closes on Wednesday, December 6.

The scope of work for the projects could include, but not be limited to:

  • Excavation of the site to underside of sub-grade design elevations
  • Demolition and removal of concrete slabs as required
  • Installation of storm sewer, sanitary sewer and potable water infrastructure
  • Installation of underground conduit and junction boxes
  • Construction of new building, including electrical and fire suppression
  • Construction of parking lot sub-grade;
  • Construction of concrete curbs and sidewalks
  • Installation of asphalt pavement structure;
  • Line painting;
  • Adjacent landscape reinstatement

The city of Chilliwack has identified objectives and desired outcomes as they relate to building construction including construction of buildings and civil infrastructure in a cost-effective manner; maintaining patron parking to the greatest extent possible; maintaining little or no disruption to neighbours or neighbouring businesses; limiting disruption to vehicle, bicycle and pedestrian traffic; ensuring no property damage to neighbouring properties; maintaining effective dust control; reducing noise emissions; and ensuring public safety at all times.

In addition to the aforementioned responsibilities, the contractor will be responsible for applying for and obtaining all necessary and applicable permits, approvals, licenses and permissions. The city says it will ensure all necessary land use approvals are in place and undertake the design and permitting of the work so that the work area is available to the contractor for the performance of the work. Further, the city states in the RFQ documents that it will coordinate with key affected parties and stakeholders including communications specific to public relations.
