CHILLIWACK — Chilliwack city council is set to consider a rezoning application at its meeting on Tuesday (Nov. 7) that could facilitate the eventual construction of a 31-unit, 5-storey low-rise apartment building in an industrial area on Alexander Avenue.

According to a City of Chilliwack staff report dated October 19, the applicant, listed as Architecture Panel Incorporated, requests to rezone 45905 Alexander Avenue from an M1 (light industrial) zone to an R5 (low-rise apartment) zone to facilitate a future apartment building. Once the bylaw has been to a public hearing scheduled for Tuesday, November 21, staff recommend that council give third reading and adoption to the bylaw with respect to the property located at 45905 Alexander Avenue.

The proposal from Architecture Panel Incorporated calls for the construction of a 5-storey building including a 2.8-meter tall parkade with four residential storeys and a rooftop amenity area, 31 units featuring 23 small-unit apartments and eight standard apartment units, 35 off-street parking spaces including 6 visitor parking spaces, 40 bicycle parking spaces and 13 trees.

The applicant has submitted a concurrent development variance permit (DVP001373) application that requests several departures from typical zoning bylaw standards, including waiving the requirement that all storage lockers be located in a centralized location in favor of in-unit storage areas; waiving the requirement to provide an off-street loading space; and decreasing the minimum setback to facilitate a staircase and decreasing two setbacks on the fourth and fifth storeys.

The city staff report from planner Caitlyn Wiltsie indicates the design of the proposed building constitutes a high-quality addition to the area, and is in close proximity to transit and commercial services. The area surrounding 45905 Alexander Avenue includes existing apartment buildings along both Birch Street and Chesterfield Avenue, thereby keeping the proposal in line with the overall redevelopment trend in the neighbourhood.

The property itself is located just east of Platinum Signs (45897 Alexander Avenue). The single-family home has an assessed value of $1,915,000, including $1.9 million for the land itself. The property is only 0.35 acres; the home was built in 1930, according to publicly available records on the B.C. Assessment website.
