City of Chilliwack awards nearly $3.2 million road repair contract; portion of Lickman Rd. to be widened for bike lanes

CHILLIWACK — Chilliwack’s rough roads just got the green light for some necessary repairs.

Chilliwack city council voted last week (Tuesday, October 10) to award a nearly $3.2 million contract to B.A. Blacktop Ltd. to rehabilitate asphalt on roads throughout Chilliwack.

City staff member Doug Mossey wrote in a report dated October 3 that not only was B.A. Blacktop Ltd. the lowest bidder, but the company has done satisfactory work for the city in previous years.

“B.A. Blacktop Ltd. has met the requirements to qualify for contract award,” the staff report stated. “They have a full complement of near-new equipment and have significant experience in the local construction and paving industry. B.A. Blacktop was awarded the 2020-2022 Asphalt Rehabilitation Contracts and we have been satisfied with their work.”

The scope of asphalt rehab work includes the following:

* Nowell Street from First Avenue south to the railroad tracks (asphalt rehab and base gravel repair)

* Unsworth Road from South Sumas Road going north to the end of the pavement

* Prairie Avenue from Wilson Road to the BC Hydro right of way (Yarrow)

* Reece Avenue from Young Road to Williams Street (north of downtown)

* Extrom Road from Briteside Road to Sherlaw Road (Ryder Lake)

* Chilliwack Mountain Road from Grand View Road to Schweyey Road (Chilliwack Mountain)

* Lickman Road from Sumas Central Road to Luckakuck Way (asphalt rehab and road widening for bike lanes)

* Prairie Central Road from Banford Road to Gibson Road (asphalt rehab and pavement-support membrane installation)

* Vedder Mountain Road from Yarrow Central Road to the municipal boundary

* Commercial Court from Evans Road to the cul de sac (asphalt rehab and overlay)

Chilliwack city council awarded a similar $2.4 million asphalt rehabilitation contract in August 2022 to remediate asphalt along Vedder Road and in various areas of town like Greendale, Promontory, Yarrow, Fairfield Island, Ryder Lake, several roads near Broadway and Chilliwack Central Road, and a couple streets near the ICBC claims office.

On an annual basis the city of Chilliwack tenders asphalt rehabilitation work for various roads in order to maintain the driving surface and reduce maintenance costs. The engineering department recommends rehabilitation for roads deemed to be in the worst condition in each classification based on an independent condition survey that is updated every five years.
