CHILLIWACK — Chilliwack city councillors are set to vote on a series of public works improvements to two heavily traveled roads in Sardis at their meeting this coming week.

Under item 7.2 of this week’s meeting agenda on Tuesday (June 6), councillors will review expressions of interest from proponents of the Tyson-Keith Wilson design-build project.

City staff have recommended that three companies, including BA Blacktop Infrastructure/McElhanney Engineering Services, B&B Heavy Civil Construction/Aplin & Martin Consultants, and Jake’s Construction/ISL Engineering and Land Services, receive the request for proposal (RFP) documents, if council votes to authorize staff.

The Tyson Road-Keith Wilson Road design-build project consists of two distinct transportation projects.

The first involves Tyson Road between Stevenson Road and Watson Road, an approximate cost of $5.5 million. It entails a review of a preliminary engineering design from McElhanney Engineering (August 2018) to construct within the road allowance currently available. Public works improvements include signalized intersection widening/upgrade, approximately 1,300 metres of road reconstruction complete with drainage works, paving, street lighting, curb, sidewalk and bike lanes.

The second transportation project calls for 600 metres of road reconstruction on Keith Wilson Road between Hipwell Place, a road directly across from Canadian Forces Base Chilliwack, and Garrison Boulevard. Public works improvements consist of drainage works, paving, street lighting, curb, sidewalk and bike lanes. The project carries an estimated cost of $1.5 million.

BA Blacktop Infrastructure/McElhanney Engineering Services scored the highest of all companies as ranked by city staff. It scored 88.3 from a five-member evaluation committee. The metrics included financial capability and stability, experience and expertise of respondent team, engineering experience, construction experience, and project approach.

There are sufficient funds in the city’s 2023 Financial Plan from the Roads DCC and general fund to cover project costs.
